Plans to regenerate Barons Quay have been lodged with the council.
The extensive application, which features a new supermarket, cinema, shops, restaurants, a hotel and housing, is expected to be validated this week and then available for residents to make comments and objections before it goes before the planning committee.
Catherine Fox, Weaver Valley team leader, said: “It’s a major milestone and is taking the project in the right direction.”
The scheme is being put forward by CheshireWest and Chester Council and the Weaver Valley Partnership.
The planning application is a hybrid application, which means that it is outline in parts and detailed in others.
More information will be available once the application has been officially validated.
